Ballot to amend the EMS Cooperative Rules of Procedure (ROP) to allow for the holding of a remote or hybrid General Assembly

As a result of the ongoing pandemic, it has become necessary to allow for the possibility of holding the EMS Cooperative (EMSC) General Assembly (GA) remotely or in hybrid (physical and remote) mode. Currently, the EMSC Rules of Procedure do not explicitly allow for remote or hybrid meetings.

Therefore, the EMSC Board approved proposed amendments to the Rules of Procedure to enable the holding of a remote or hybrid General Assembly, subject to approval by the EMSC GA and the POC. 

As such, we would ask members to review and approve the proposed changes to the Rules of Procedure of the EMS Cooperative.

Annex 1 presents the proposed changes, which are under articles 5,7 and 13. In addition, the word “will” has been replaced with “shall” throughout the Rules of Procedure.

Annex 2 presents the final version of the Rules of Procedure of the EMS Cooperative, including the proposed amendments.

EMS Cooperative members are asked to use the enclosed ballot form (Annex 3) to indicate whether or not they approve the changes proposed.

The completed ballot form should be returned to the address below, as a signed hard copy enclosed in an envelope marked “EMS Rules of Procedure ballot”, by 21 May 2021 at the latest:

To facilitate the prompt treatment of postal ballots by the EMS Unit, we should be grateful if members would transmit an advance copy of the completed ballot form by e-mail as soon as possible. Please note that only the ballots of EMS Cooperative members without any debts in arrears at 21 May 2021 will be regarded as valid for this vote.
