EmIS 038/2026
The designated operator of the United States of America, the United States Postal Service (USPS), wishes to inform Union member countries and their designated operators that, owing to the severe winter storm affecting the New York region since 23 February 2026, international operations at John F. Kennedy International Airport have been effectively halted, with widespread flight cancellations and significant disruption to airport services. These conditions, which are beyond the reasonable control of USPS, are preventing timely delivery and performance and constitute a force majeure event.
The storm is bringing a dangerous mix of heavy snow, freezing rain, sleet and bitter cold, leading to major disruptions and power outages causing widespread service disruptions to the collection and delivery of both domestic and international mail (letter-post, parcel-post and EMS items).
